I'm wondering on such answer.
Just put it to TortoiseSVN+Trac and you started new opensource CMS project, with active growing community.

I think this CMS would be growing just because Zend said 'Framework' and it MUST be a standart. So ZF-based CMS must be standart, and it less matter who will start it.

		<description>Try using getBasePath() instead of getBaseUrl() in the new ZF.
This fixes an issue where you might end up with resource-links like '/foobar/index.php/js/common.js' when '/foobar/index.php' gets called directly.</description>
